Check your filter every month, especially during heavy use months (winter and summer). If the filter looks dirty after a month, change it!
As a general rule, you should change your filter every 3 months at a minimum. If you have a lot of people living in your home or have pets and animals you should really consider changing it more frequently than that.
The impact of a dirty filter is that it will slow down air flow our of your Central heating and cooling system. This will make your system work harder to keep you warm or cool which wasting energy. Another consequence is that your blower is now working harder and for longer which decreases the longevity of these parts and leading to more frequent service calls.
A clean filter will prevent dust and dirt from building up in the system and avoid these issue. Just a little time and a inexpensive filter can make a world of a difference.
